How does the brain measure time?

ScienceDaily (Oct. 30, 2012) ? Researchers at the University of Minnesota's Center for Magnetic Resonance Research (CMRR) have found a small population of neurons that is involved in measuring time, which is a process that has traditionally been difficult to study in the lab.

In the study, which is published October 30 in the open access journal PLoS Biology, the researchers developed a task in which monkeys could only rely on their internal sense of the passage of time. Their task design eliminated all external cues which could have served as "clocks."

The monkeys were trained to move their eyes consistently at regular time intervals without any external cues or immediate expectation of reward. Researchers found that despite the lack of sensory information, the monkeys were remarkably precise and consistent in their timed behaviors. This consistency could be explained by activity in a specific region of the brain called the lateral intraparietal area (LIP). Interestingly, the researchers found that LIP activity during their task was different from activity in previous studies that had failed to eliminate external cues or expectation of reward.

"In contrast to previous studies that observed a build-up of activity associated with the passage of time, we found that LIP activity decreased at a constant rate between timed movements," said lead researcher Geoffrey Ghose, Ph.D., associate professor of neuroscience at the University of Minnesota. "Importantly, the animals' timing varied after these neurons were more, or less, active. It's as if the activity of these neurons was serving as an internal hourglass."

By developing a model to help explain the differences in timing signals they see relative to previous studies, their study also suggests that there is no "central clock" in the brain that is relied upon for all tasks involving timing. Instead, it appears as though each of the brain's circuits responsible for different actions are capable of independently producing an accurate timing signal.

One important direction for future research is to explore how such precise timing signals arise as a consequence of practice and learning, and whether, when the signals are altered, there are clear effects on behavior.

Bolivia plans crackdown on cars-for-cocaine trade

Bolivia has become a hub of transnational car theft in South America, and analysts believe the Bolivian crime syndicates who purchase these stolen vehicles often directly exchange cocaine for cars.

The Bolivian government has vowed to crack down on the thriving trade in vehicles stolen in neighboring countries and trafficked into Bolivia, which is a major source of funding for criminal groups in the region.

On Oct. 17, the head of Bolivia?s anti-auto theft office, Jorge Saravia, announced that the country was coordinating a ?mega-operation? with Argentina, Chile, and Brazil to crack down on transnational automobile theft.

"We are working to address the problem and deepen the fight against transnational mafias who steal vehicles in those countries and have connections with other criminal organizations," Mr. Saravia said. He added that he would meet with Argentine officials in the coming days to work out the plan.

Although the official did not elaborate on the details of this proposed international operation, he later announced that law enforcement officials in Bolivia would conduct a series of raids to seize cars with unregistered or copycat license plates in the country.

Bolivia has become a hub of transnational car theft in South America in recent years, a development which was only made worse by the government?s decision to grant a window of amnesty to the owners of unregistered vehicles (many of them likely stolen)?in June-July 2011, allowing them to pay a moderate fee to get legal documents. The amnesty had an immediate impact in neighboring countries, with officials in Chile, Brazil, and Argentina complaining that the move caused an uptick in robberies.

InSight Crime Analysis

The issue is about more than just transnational car thefts in the region, or even Bolivia?s lax approach to vehicle registration. It provides a window into the state of organized crime in Bolivia, where powerful crime families dominate the country's underworld, and may be forming closer transnational ties.

As InSight Crime has reported, analysts believe the Bolivian crime syndicates who purchase these stolen vehicles often directly exchange cocaine for cars. According to Brazil?s former Security Minister Jose Vicente da Silva Filho, a quality car stolen in Brazil can be exchanged in Bolivia for about 10 kilos of the drug. Argentine and Chilean officials have also reported that car traffickers exchange the vehicles for cocaine from Bolivian groups.

While little is publicly known about the structure of the networks behind Bolivia?s thriving trade in stolen vehicles, the profile of those identified by the government as the main perpetrators of the trade seems to match the domestic drug trafficking clans. On Oct. 17, Bolivian Vice President Alvaro Garcia Linera told reporters that many of those responsible for the trade in stolen vehicles in the southern city of Challapata were ?multimillionaire family networks? which manage ?extensive resources.?

At the very least, the fact that vendors of stolen cars operate in the south along the borders with Chile and Argentina points to the existence of networks for moving cars and drugs within Bolivia. As a map compiled by InSight Crime indicates, most coca base in the country is produced in laboratories in the central highlands and the eastern department of Santa Cruz.

Teens' families search for the worst as they pray for the best ...

SHERRILLS FORD Just before 2:45 a.m. on Oct. 13, Catawba County teenager Ray Pierce sent a text message to his girlfriend. ?We?re almost at the beach.?

That was the last time anyone heard from Pierce, 17, or his friend Jake Ziegler, 18.

Now, after 10 days of frantic searching, families of the missing teens are exhausted and are turning to law enforcement and a private investigator to bring their sons home.

Fearing that the teens might be injured in a wreck hidden off the road ? or worse ? the families, friends and volunteers have driven thousands of miles, back and forth, between Sherrills Ford and Myrtle Beach. They?ve rented a helicopter to fly overhead and search for any signs of the green Pontiac G6. They?ve handed out missing-persons fliers outside Bank of America Stadium to fans arriving for Sunday?s Panthers-Cowboys game.

?We?ll do what we need to do and go where we need to go,? said Jake?s mom, Sue Ziegler, in an interview Monday. ?Jake has been stubborn since the day he was born. He?s not going to let this get him down. He?s going to pull through whatever this is and he?s going to come home.?

Monica Caison, founder of the Wilmington-based CUE Center for Missing Persons, said both families have contacted her organization to help find the teens. But every day that they?re missing lowers the chance they?ll be found alive, she said.

Caison said she informed the families on Sunday that chances were already slim that the teens are still alive.

?But I also shared with them that I had once rescued a woman who was missing for 11 days,? she said. ?There are miracle cases.?

Caison also said she understood the families? need to organize their own search efforts, in addition to law enforcement?s.

?Some families go the extra route because they don?t feel like things are being done quick enough so they jump in and take it on themselves,? she said. ?There are a lot of people that don?t want to sit back and wait for a phone call.?

?Testing his freedom?

Ziegler, 18, and Pierce, 17, were last seen about 1:30 a.m. Oct. 13, when they left a party in Catawba County. The Bandys High School seniors told friends they were driving to Myrtle Beach and would return home in time for Pierce to be at his job Saturday afternoon at Denver restaurant.

Authorities say Pierce sent his last text message from his phone about 2:45 a.m. A signal from his cell phone bounced off a cell tower in Rock Hill around 2:48 a.m.

Authorities say they believe the signal was sent from I-77, somewhere between mile markers 44 and 47 in Fairfield County. The teens? cellphones and debit cards have not been used since.

Zig Ziegler recalled in an interview Monday how excited his son was to take the road trip. The friends had decided earlier in the evening to drive down in Jake?s newly bought car to see the sunrise in Myrtle Beach, his father said.

?He was test-driving his freedom,? said Zig Ziegler. ?He wanted that little touch of freedom.?

Beginning to panic

By the afternoon of Oct. 13, Ray Pierce had not showed up for work and his family filed a missing persons report with the Catawba County Sheriff?s Department.

As the afternoon wore on without any word from the teens, Ziegler?s family began to panic.

?Jake is very good. If he?s not planning to come home, he always texts,? said Zig Ziegler. ?It was absolutely out of the norm not to hear from him.?

By Sunday, Zig Ziegler was driving down to Myrtle Beach to search for his son with a family friend. The trip took seven hours as they stopped often at places where Jake?s car might have run off the road. They also scoured maps, plotted coordinates and tried to figure out how to access Jake?s cellphone records.

?It doesn?t matter if the police have it. I couldn?t sit here for two minutes knowing that that car could be somewhere,? said Zig Ziegler. ?If I could do anything to find that car, I would.?

Zig Ziegler said he and his friend got excited in Myrtle Beach when they found a green Pontiac with a nearly identical license plate to Jake?s. They blocked the car so it couldn?t move, he said.

But it wasn?t Jake?s car.

?We had some tremendous highs ? but we also had tremendous lows when they didn?t pan out,? Ziegler said. ?You try to stay positive but it?s been really rough.?

On the first day of searching, a friend began posting updates on his Twitter and Facebook page. By Monday, the Twitter hashtag findjakeandray was trending.

Within days, someone who was not connected with the two families had started a Facebook page to help spread the word. As of Monday evening, that page had nearly 23,000 likes.

Army of volunteers

Jake?s father returned to Sherrills Ford for less than a day before he headed back to South Carolina to set up a command center in a conference room at the Sleep Inn in Conway, about 15 miles inland from Myrtle Beach.

More than 20 volunteers who had been following the case on Facebook also showed up to help. Over the course of a couple of days, that group grew to the hundreds. Jake?s sister Jackie Ziegler, 22, became the de facto leader of the group.

For a couple of days last week, Jackie Ziegler led efforts by mapping out search routes, assigning volunteers and gathering data at the end of the day to see if there were any leads.

?She was the captain of the ship,? said Zig Ziegler. ?She had some tough days where something would remind her of her brother and she?d be broken down. But five minutes later, she was back to organizing volunteers and tracking routes.?

During that time, the Zieglers also rented a helicopter for two days and rode in an airplane to search the area.

After days of searching and an estimated 5,000 total logged search miles, Zig Ziegler said he decided to close up the command center.

?We looked at the maps, and we knew that we had done as much as we could there,? said Zig Ziegler.

Search and rescue pros

On Sunday, family members announced they?d hired a private investigator to help with the search.

Kevin Ryan was introduced by family members during a news conference in Blythewood, S.C., a suburb north of Columbia.

?We just need that next piece, to give us another direction,? Ryan said during the news conference.

Ryan said he plans to continue following leads that come in until the two teens are found. He is also looking at financial records and cellphone records and interviewing people who know the two teens.

?It?s something that has to be done in a methodical way. You don?t want to miss something,? Ryan said.

Catawba County Sheriff Coy Reid said his agency is also pursuing any leads, although he added that those have tapered off in recent days.

Officials with the Fairfield County Sheriff?s Office have said they think the two young men were involved in a wreck on I-77 in that area.

Authorities say the search is complicated by the green color of the 2006 Pontiac G6, which has the N.C. license plate BBD-8844. They say it will be difficult to find the car in the tangled brush and trees that line the interstate highways.

On Monday, the mothers of the missing teens said that the search has emotionally drained them.

?I?ve gone through every single emotion that there is. Right now, I?m at the point where I?m just numb,? said Wendy Pierce.

But they resolved to not give up until their sons come home.

They also stressed that anyone with information should come forward.

They added that there is a $5,000 reward for anyone providing information that leads them to finding their sons. Staff writer Steve Lyttle and staff researcher Maria David contributed.

Reflective surfaces polarize light, a phenomenon that fishermen or photographers overcome by using polarizing sunglasses or polarizing filters to cut our reflective glare. However, PhD student Tom Jordan from the Bristol Centre for Complexity Sciences and his supervisors Professor Julian Partridge and Dr Nicholas Roberts in Bristol's School of Biological Sciences found that these silvery fish have overcome this basic law of reflection ? an adaptation that may help them evade predators.

Previously, it was thought that the fish's skin ? which contains "multilayer" arrangements of reflective guanine crystals ? would fully polarize light when reflected. As the light becomes polarized, there should be a drop in reflectivity.

The Bristol researchers found that the skin of sardines and herring contain not one but two types of guanine crystal ? each with different optical properties. By mixing these two types, the fish's skin doesn't polarize the reflected light and maintains its high reflectivity.

Dr Roberts said: "We believe these species of fish have evolved this particular multilayer structure to help conceal them from predators, such as dolphin and tuna. These fish have found a way to maximize their reflectivity over all angles they are viewed from. This helps the fish best match the light environment of the open ocean, making them less likely to be seen."

As a result of this ability, the skin of silvery fish could hold the key to better optical devices. Tom Jordan said: "Many modern day optical devices such as LED lights and low loss optical fibres use these non-polarizing types of reflectors to improve efficiency. However, these man-made reflectors currently require the use of materials with specific optical properties that are not always ideal. The mechanism that has evolved in fish overcomes this current design limitation and provides a new way to manufacture these non-polarizing reflectors."

Try these eight tips from Seville:

1. Check for water intrusion, condensation, and excess moisture before you begin the project. Fixing those issues during remodeling can improve your home?s indoor air quality (excess moisture encourages mold).

?

2. Use the least amount of framing allowed by your building code when adding walls. Not only will you have to pay for less lumber and fewer nails, the contractor will have more room to put insulation in your walls, making your home more energy efficient.

?

3. Resist the urge to splurge on multiple shower heads. Opt for a single low-flow shower head rather than installing a car wash-style plethora of shower heads.

?

4. If possible, add new HVAC ducts to parts of your home that are heated and cooled, rather than placing them in a space with unconditioned air (like the attic). If that?s not possible, insulate the ducts. Have an HVAC diagnostician analyze your system to make sure it?s sized correctly and balanced to properly exchange old and new air.

?

5. Be sure to insulate around recessed lights that protrude into un-insulated attic spaces ? these are major sources of air leaks.

?

6. If you?re wasting water, you?re wasting energy. Look at high-efficiency or solar water heaters, and insulate your water pipes. If you want hot water faster, move the water heater closer to the faucet or install demand pumps to drive hot water to the fixture.

?

7. Install wall-mounted efficiency toggle switch plates for the outlets where you plug in your televisions and computers to make it easy to cut off the power to electronics you?re not using.

?

8. A humidistat that automatically turns on the bathroom fan when moisture rises beats depending on teenagers or tenants remembering to use the fan. Reducing bathroom moisture reduces the chances you?ll have mold.

Advance Auto warns of lower 3Q earnings

ROANOKE, Va. (AP) ? Shares of auto part retailer Advance Auto Parts fell 3.9 percent Monday after the company warned that its third-quarter earnings per share will fall more than 14 percent when it announces results Nov. 8.

Advance also expects a 0.5 percent decrease in third-quarter revenue because of continued soft sales, and the Roanoke, Va., company lowered its full-year earnings projection again.

The company's shares fell $2.65 to $65.78 in Monday morning trading. They are trading toward the low end of their 52-week range of $60.87 to $93.08.

Advance said it expects third-quarter earnings per share to be $1.21, which is 14.2 percent less than the $1.41 the company earned a year earlier. Revenue will drop to $1.46 billion, the company said in a statement. Comparable store sales, or sales at stores open at least a year, were expected to fall 1.8 percent, partly offset by the opening of 82 more stores in the past year.

Analysts polled by FactSet are expecting third-quarter earnings of $1.35 per share on revenue of $1.47 billion.

The company said its lower earnings per share were driven by falling sales, as well as increased promotions and advertising aimed at driving up consumer traffic.

Advance said its operating performance will be constrained for the rest of the year due to lower sales in cold-weather markets and soft consumer spending as people defer maintenance and delay purchases of replacement parts.

It now expects full-year earnings to be $5.05 to $5.15 per share, down from prior guidance of between $5.25 and $5.35. Analysts expect $5.32 per share, on average.

The company said it invested in long-term growth of commercial parts sales and to increase customer traffic, boosting comparable store sales from the second quarter to the third quarter. "Despite these improved sales trends, we were still unable to achieve our profitability expectations and fully mitigate the weak consumer demand within several of our markets, especially in colder-weather markets," CEO Darren Jackson said in a statement.

Backup QB leads No. 7 Ohio St past Purdue, 29-22

(AP) ? The darkest moment for Ohio State and its fans ended up being the brightest highlight of Kenny Guiton's career.

With star quarterback Braxton Miller on the way to the hospital for evaluation, Guiton took his place and led the seventh-ranked Buckeyes to a tying touchdown and two-point conversion with 3 seconds left to force overtime against Purdue.

Guiton wasn't done. He then guided Ohio State into position for Carlos Hyde's 1-yard touchdown run that ended up as the difference in a heart-stopping 29-22 win over the Boilermakers on Saturday.

"I'm still trying to figure that bad boy out," a stunned coach Urban Meyer said after his Buckeyes (8-0, 4-0 Big Ten) remained perfect on the season with the improbable victory. "We won, right?"

Many in a crowd of 105,290 thought the Buckeyes had little or no chance of winning after Miller lay on the turf for several minutes after being thrown down on the next-to-last play of the third quarter. The mood had sunk even lower when Guiton, who had just thrown an interception on his last play, came out with just 47 seconds left, Ohio State trailing 22-14, and 61 yards remaining to get to the end zone.

"The people around me calmed me down and got me ready to go out there and have fun," the senior said.

He did more than have fun.

"Some of the efforts I saw tonight were legendary," Meyer said. "I mean, that was a moment that I'll certainly never forget ? the quarterback jogging into the game, the old righthander. (He) just did a heck of a job."

After Guiton threw the interception to Landon Feichtner with 2:40 left that could have ended Ohio State's hopes, Meyer grabbed Guiton.

"I said, 'You're going to win us a game,'" Meyer said. "He looked right at me. I think he was down but I think that moment kind of picked him up."

Meyer, in his first year at Ohio State, had taken an almost instant dislike to Guiton because of his attitude and lackadaisical work habits, and nearly ran him off the team.

"He was ready to get a one-way bus ticket back to Texas when I first got here," Meyer said earlier this week. "Then he changed really dramatically."

Guiton appreciated the faith his coach had in him, even after the turnover. When he ran onto the field for the final drive of regulation, he passed that confidence on to his teammates.

"(Coach Meyer) told me I was going to be OK," Guiton said. "I told the offense, 'We need to make plays and we're going to get it. So let's go, let's keep our heads up and let's start winning this game.'"

On first down, Guiton threw a long pass to a wide-open Devin Smith for a 39-yard gain.

Battling the clock, the Buckeyes eventually faced a first and goal at the Purdue 2 with 8 seconds left. Guiton rolled to his left and fired a low pass to another seldom used player, Chris Fields. The play was reviewed but was allowed to stand.

Now down by two points, the Buckeyes set up for the conversion. Guiton lofted a soft toss over a linebacker to freshman tight end Jeff Heuerman to tie it.

After smothering the Boilermakers on the ensuing kickoff, the overtime was decided early.

"I wanted the world for the team," Guiton said.

Ohio State got the ball first in the overtime and Hyde scored on a short plunge for Ohio State (8-0, 4-0). When it was Purdue's turn, Caleb TerBush, who had two TD passes, misfired on four passes.

"Before the game we talked about playing 60 minutes. Unfortunately, we played 59 minutes and 30 seconds," Feichter said.

An almost unfathomable win was complete.

Purdue had earlier scored on TerBush TD passes of 83 yards to Akeem Shavers ? on the first offensive play of the game ? and 31 yards to Gary Bush in the third quarter, along with Akeem Hunt's 100-yard kickoff return. The Boilermakers also picked up a safety when Ohio State was called for an illegal block in the end zone in the fourth quarter.

Miller completed 9 of 20 passes for 113 yards with an interception and ran for 47 yards on 12 carries before leaving the game on the next-to-last play of the third quarter.

He ran the ball on first down from how own 24, stiff-armed a defender and sped around right end for 37 yards before being caught by cornerback Josh Johnson, who threw him hard to the turf on his left shoulder.

Miller didn't get up for several minutes ? he was in obvious pain ? while he was attended by several doctors and trainers. Eventually he sat up, then stood on shaky legs for a moment before he was led to the sidelines. He was later taken to the locker room by cart and then on to Ohio State's medical center for evaluation.

Team spokesman Jerry Emig said doctors had run tests on Miller's head, neck, shoulders and knees and there were no symptoms of a concussion or other obvious injury.

Through Emig, Meyer said, "He's doing fine."

The teams had traded touchdowns in the third quarter, with Ohio State taking a 14-13 lead on Hyde's 2-yard run, set up by a 35-yard Miller-to-Chris Fields pass on which the Boilermakers blew the coverage.

Purdue answered by retaking the lead on TerBush's quick pass to the right flank where Bush picked up a key block from Crosby Wright while racing untouched 31 yards for the score and a 20-14 lead.

The Boilermakers defense had been ravaged in its last two outings, both at home: a 44-13 loss to Michigan and a 38-14 defeat to Wisconsin. It surrendered an incredible 82 points, 771 rushing yards and 1,054 yards.

But the Buckeyes, with one of the most volatile offenses in the nation, were held to 342 yards.

Still, they had life at the end ? with an unknown and almost forgotten quarterback.

Asked if this was his most devastating loss at Purdue, coach Danny Hope responded, "You said that. No."

For Ohio State, however, it was a win for the ages.

"That's one of those things that will go down in the record books forever," Heuerman said. "There's no one more deserving than Kenny, too. I love the guy. It's incredible. I get chills thinking about it."

Pretty scary, huh? Well, OK, maybe not.

But lulling people into a false sense of security and then jumping out at them has made billions for horror-movie directors -- and a very nice chunk of change for the smart minds (and studio) behind the "Paranormal Activity" franchise.

They took that old idea and ran with it, inventing a bare-bones chiller about a couple living in a bland house where suddenly things go bump in the night. So the shutter-bug hubby sets up some security cameras, and while the couple sleeps, we watch. And jump.

By the fourth-go-round, though, the story (an angry demon, a possessed young woman) and the gimmick (people with camcorders who film everything, even when they're being chased by said possessed woman) are getting a little lifeless themselves.

Yes, there are still shocks. There will always be shocks when you've been lulled into a slightly dulled, unsuspecting state and all of a sudden ...

Boo!

See what I mean?

But there's nothing very new to the shocks. (Even the sound of them is the same.) And at this point the "mythology" (OK, who was behind this cult again, and why did they call up this demon?) is getting a little hard to keep track of.

It's nice that Katie Featherston is back as the demon lady; with her sweet, baby-round face, she's not the sort of person you expect to go around cracking necks. And young Kathryn Newton is lovely as the unsuspecting neighbor girl. (Hmm, did someone say "sacrificial virgin"?)

There's also, in its own weird way, a certain kind of avant-garde twist to this kind of moviemaking. Since the time of Griffith, directors have literally directed where we look with editing, camera movement and closeups. Watch her. Pay attention to this.

By relying heavily on static points of view, however, (this time, cleverly, incorporating webcams and Skype) the "Paranormal Activity" series seemingly removes that directorial authority.

Someone's still in charge, of course, but we're not conscious of it. We have to scan the frame ourselves, constantly, looking for clues, warnings, danger. And that both deeply involves us in what's happening, and refuses to provide the comforts of an obvious structure.

There's a truly experimental edge to that kind of filmmaking and one that might be worthy of some real study. Or certainly of more exploration by a better filmmaker, with a more ambitious aim of examining different ways of seeing. But instead, it's been taken over by a bunch of pranksters with no larger goal than jumping out regularly and shouting "Boo!"

Portland police chief to bring back specialized Crisis Intervention ...

Portland Police Chief Mike Reese announced Wednesday that he is going to bring back a specialized Crisis Intervention Team of officers to respond to mental health crisis calls in the city, in response to a scathing federal justice review of Portland police use of force involving people with mental illness.

The Police Bureau will continue to train all its officers in crisis intervention, but will return to its 1995 model of having a specialized team of officers who work regular patrol but volunteer to be the ones called to incidents involving people in mental health crisis.

Reese said he made the decision to bring back the specialized team after meeting recently with members of the National Alliance on Mental Illness, and other mental health stakeholders.

"The group discussed how officers respond to these situations, which are complex and unfold quickly. Arriving officers most often do not know if the person is suffering from a medical problem, mental health issue, drug and alcohol issues or some combination of two or more,'' the Police Bureau said in a prepared statement. "With that in mind, the Chief is creating a Crisis Intervention Team - a volunteer specialized team.''

Outside consultants, community mental health advocates and even some current and retired Portland police have urged the bureau over the past several years to return to a specialized team of crisis intervention officers. The chief strongly resisted, until now.

Last month, the U.S. Department of Justice also urged the bureau to create a specialized group of officers who have the desire, training and skills to work with people suffering from mental illness.

The bureau will continue to train all its officers in crisis intervention training, but ask officers to apply for the new specialized Crisis Intervention Team. Officers will be selected after Nov. 15, the bureau's written release said.

Though federal officials have urged such a specialized team report to a police supervisor, the bureau has not made a decision on who will supervise the new team, Sgt. Pete Simpson said Wednesday. Nor has the chief decided who will select the officers for the team, said Simpson, a bureau spokesman.

In other steps, the Portland police chief distributed drafts of new use of force and Taser policies to his officers on Monday as city officials negotiate a settlement with federal justice officials on police reforms.

The draft policies, released to the public on Wednesday, specifically direct officers to recognize that people in mental health crisis may require a "specialized response" to ensure confrontations are resolved with as little reliance on force as possible.

They also would require officers who use deadly force or are involved death-in-custody incidents to provide "an on-scene interview" to an investigating detective, after conferring with a lawyer or union representative. Those interviews currently are not required, and often don't occur until at least two days after the incident.

The revised Taser policy is more restrictive, but not as stringent as federal officials, consultants and community activists have sought. It does not limit the number of Taser cycles an officer can fire, but strongly urges officers to "evaluate their options and give strong consideration to other force options if the Taser is not effective after two" cycles on the same person.


The chief asks for feedback on the new draft policies, with comments due by Nov. 2. After reading the new directive, there's a place for community members to provide comments.

(AP) ? Giants infielder Marco Scutaro is in San Francisco's lineup for Game 3 of the NLCS, two days after getting run over by St. Louis Cardinals slugger Matt Holliday on a play at second base.

Manager Bruce Bochy said he was 100 percent certain Scutaro would play after the second baseman felt well enough to participate in the off-day workout Tuesday night.

Scutaro injured his left hip and left knee in Game 2 Monday night when Holliday slid late while attempting to bust up a double play and charged into him. He's batting .500 in the NLCS with two RBIs.

Content Aggregation & Distribution Tool Contify Launched At #NAMA

Contify, a content aggregation and distribution service, showcased their offering at?#Alpha, the product and startup showcase at the?#NAMA conference. For business users, Contify can serve as a news discovery platform for content related to their domain. In their presentation at #alpha, Contify suggested that it solves two problems currently faced by users ? one of too many good sources for accessing content and the other that users cannot search for news based on concepts. For example, users who want to search for news about companies that have raised funding mostly submit a query with ?raised funding? in the search bar. However, most of the news about funding might not contain those keywords.

Features:? Users can register on the website for free by submitting their email address, full name, password, job title, company, and contact number. Skydiver's feat could influence spacesuit design

CAPE CANAVERAL, Fla. (AP) ? Now that the dust has settled in the New Mexico desert where supersonic skydiver "Fearless Felix" Baumgartner landed safely on his feet, researchers are exhilarated over the possibility his exploit could someday help save the lives of pilots and space travelers in a disaster.

Baumgartner's death-defying jump Sunday from a balloon 24 miles above Earth yielded a wealth of information about the punishing effects of extreme speed and altitude on the human body ? insights that could inform the development of improved spacesuits, new training procedures and emergency medical treatment.

A NASA engineer who specializes in astronaut escape systems said Baumgartner's mission "gives us a good foundation" for improving the odds of survival for professional astronauts, space tourists and high-altitude pilots and passengers.

"What I would hope is that, perhaps, this is just the first step of many, many advancements to come" in emergency bailouts, said Dustin Gohmert, who heads NASA's crew survival engineering office at the Johnson Space Center in Houston.

In an interview after Baumgartner became the first skydiver to break the speed of sound, Gohmert noted that researchers have spent decades working on self-contained space escape systems, with no significant advances since Joe Kittinger in 1960 jumped from 19.5 miles up and reached 614 mph, records that stood until Sunday.

Baumgartner's feat was sponsored by energy drink maker Red Bull, and NASA had no role. But Dr. Jonathan Clark, a former NASA flight surgeon who lost his wife, Laurel, in the space shuttle Columbia accident and dedicated himself to improving crew escape systems, was in charge of Baumgartner's medical team.

And he was thrilled at how much was learned.

By going well beyond Mach 1, or the speed of sound, Baumgartner provided even more data than anticipated. Wearing a pressurized suit and helmet, he accelerated to an astonishing 834 mph and was supersonic longer than expected. The speed of sound at that altitude is close to 700 mph.

"It was Mach 1.24, which is really huge. I mean, that's a much higher level than we'd ever anticipated, so we learned a lot by going faster and higher," said Clark, who teaches at the Baylor College School of Medicine.

Clark said his team is still analyzing all the medical data ? heart rate, blood pressure and the like ? collected from sensors on Baumgartner's body.

During his descent through the stratosphere, Baumgartner went into an out-of-control spin for about 40 seconds, experiencing around 2.5 G's, or 2.5 times the force of gravity, before stabilizing himself.

Baumgartner's technique for righting himself may prove useful for companies like Virgin Galactic that are developing spacecraft that will take tourists up into space and right back down. These enterprises will need to have some sort of emergency escape plan.

NASA's next-generation spaceship, the Orion vehicle intended for deep-space exploration, will parachute home like the old-style Mercury, Gemini and Apollo capsules. The lessons learned from Baumgartner's effort probably won't apply directly to the Orion design, since it will be safer for astronauts to remain in the vessel all the way back to Earth, Gohmert said.

As for the now-ended shuttle program, Columbia was traveling too high and too fast during its 2003 descent for a Baumgartner-style exit to have helped the seven astronauts. The spaceship broke apart about 40 miles up while traveling more than Mach 17, unleashing forces that tore the crew members' bodies apart.

In the 1986 Challenger disaster, the crew capsule shot out of the fireball that erupted during liftoff, but there are too many unknowns to say whether any lessons from Baumgartner's feat might have applied to that tragedy, Gohmert said.

After each accident, NASA improved its efforts to protect crews in an emergency. But by the time the 30-year shuttle program shut down last year, the window for escape was still limited to below about 6 miles and less than 230 mph.

Baumgartner's pressurized suit ? a close cousin of the orange suits used by shuttle astronauts and the suits worn by high-altitude U-2 spy pilots ? was designed for use in a standing, free-falling position, while conventional spacesuits are made primarily for sitting. By all accounts, the new suit performed well.

"I think all of us here in our lab specifically who have dealt with the shuttle suits have looked at this in wonder and amazement, and really appreciated what they did," Gohmert said. "And that efficiency that they brought it forth with is also a model for us to learn from as well."

The suit was made by the David Clark Co. of Worcester, Mass.

"Perhaps in the future, someone might say, 'We want people to be in suits, some type of commercial space thing. We want them to be able to float around better and not in a seated position,'" Dan McCarter, a program manager at the company, said Wednesday.

"Now we know a little more on how to reposition arms and legs on the suit. Of course, we're always doing research and development. ... New knee joints, new elbow joints, lighter hardware. It's nonstop. We are currently working on the next-generation of suit right now for NASA and the Air Force."

The suit Baumgartner used was previously certified to 100,000 feet. "Well, we pretty much say now it's certified to 128,000 feet," McCarter said.

An uncorrected spin could have caused Baumgartner to black out and suffer a deadly stroke. Baumgartner said afterward that he could feel pressure building in his head during the spin, but did not come close to passing out.

His recovery crew had specialized equipment on hand to treat him for a multitude of medical problems he might have suffered. Clark and his team spent years refining the emergency treatments and the mobile gear required. In the end, none of it was needed.

"I tell you, we had a lot of medical support because we were very concerned," Clark said. "We had to be ready for everything."
